Notes

It includes new art for the bitmap in the FAT32 Converter and includes a new application called Disk Cleanup which is still present in Windows today.
Also the HTML View is still disabled by default and includes the Microsoft Personal Web Server 4.0.
Note that this build although 1650.3 seems to be a recompile the files in this build are dated in December.

Fixes

Hangs, Crashes and no shows
After installation there are several Control Panel Applets that won't open, Windows Welcome crashes upon Start and several other applications either don't show or hang to the point where you must either log off or force reset.
